Legally if you are involved with the design of buildings a Principal Designer needs to be appointed to manage the H&S aspects of the design. Previously called the CDM Co-ordinator the principal designer role is often carried out by the lead designer but in many cases they may lack the relevant H&S Experience to adequately discharge their duties. Western Building Consultants having been involved as CDM Co-ordinator in Bath since 2008 have over 10 years experience helping developers and designers comply with the regulations.
With the amendment to the regulations in April 2014 the designers of buildings have once again been handed the accountability for the health & safety of construction projects. We provide our services direct to our clients such as developers but also designers that want to outsource the whole role or some of the responsibilities so they can focus on their projects from a purely design aspect. We also provide consultancy to practices wishing to review their procedures and practices in relation to CDM. Many smaller practices don’t fully understand their obligations and the fact the regulations now apply to all projects including residential extensions.
In our role as a CDM advisor and Principal designer in Bath, we can assist and advise domestic and commercial clients regarding their duties and liaising with the project team to ensure Health & Safety in construction is maintained at the highest level. We provide these services in Bath and the South West.
When is an F10 Notification to HSE Required?
The criteria for a project requiring a F10 notification has changed with the last amendment to the CDM regulations, The requirement to notify the HSE is as follows:
“Planned construction work will last longer than 30 working days and involves more than 20 workers at any one time; or where the work exceeds 500 individual worker days.”
If Western Building Consultants is appointed as Principle Designer we would produce the pre-construction phase information, which is in the form of a Pre-Construction Phase plan where we assess the existing onsite risks and design risks associated with the project. If the project is notifiable under CDM regs, we will also submit the F10 to the HSE.
What are the Principle Designer’s duties ?
Often we would also assist the client in discharging their duties such as:
Making suitable arrangements for managing their project, enabling those carrying it out to manage health and safety risks in a proportionate way. These arrangements include:
For notifiable projects commercial clients must:
The principle contractor generally produces the construction phase plan, and keeps HS file on site. But we will often provide supplementary information to assist with this.
We have experience working on small and large projects, our past clients include the MOD, architects and large developers such as the PG Group. As well as advising clients on their duties we can also act as Principal Designer in Bath or assist other designers to fully discharge their duties.
Why use WBC as your principal designer ?
As fully regulated members of the Royal Institution of Chartered Surveyors (RICS) Western Building Consultants are a fully qualified and experienced professional company with years of CDM experience in jobs large and small to help discharge your CDM Coordination/principal designer duties whilst also providing advice on construction health and safety.

I have enjoyed working with Western Building Consultants on a complicated project for about 4 years now. During that time they have without fail given me a high level of customer service, being welcoming, responsive and competent.
As a customer I particularly appreciate that WBC are value for money. They also stick to their quotes and don’t add a lot of extras. Help and advice is always forthcoming generally at no extra charge.
Thank you so much for all your advice today. That was so very helpful, not only with the structure of the property but especially with your comments about the whole set up. I can see that we were within a gnat’s whisker of entering a complete can of worms… Thank you so much for saving us from making a stupid mistake.
Thanks to you both your help in this matter – you were both extremely efficient and accommodating (more than I can say about other companies I contacted).
Your professionalism has been invaluable, thank you.
Thank you for your extremely comprehensive report. It will be of immense help when deciding on the works we would like to carry out on the property. We have decided to take your advice and move into the property and live in it for a while to assess our requirements.
Thank you for your prompt service, could not have asked or expected more. I note your comments and in an ideal world everything would have been 1.
Will not hesitate to recommend you, and will make a point of letting the estate agent know this too.
I just wanted to say thank you very much for your thorough and clear report. It is written in an informative and jargon free way which has made a pretty hefty document ultimately digestible and easy to understand.
Hello Kerry, Many thanks for the report and invoice receipt.
Please pass on my thanks to Paul for the survey. In my working life, I read many stock survey reports – I work with social housing providers to set up their asset management strategies – and this was one of the clearest and most comprehensive I’ve seen.
Dear Paul, Thank you so much for your fast response and the detail in your report is very very good and greatly appreciated. Thank you for your efforts.
Many thanks for your swift and thorough return of this report, we so appreciate you getting this back to us on such a tight turn around this week, and on the first read it seems extremely clear and comprehensive.
Hi Kerry / Paul, Thanks for sending the survey across.
I’d also like to thank you for your excellent service and professionalism. I considered many surveyors before choosing to proceed with you and it’s clear that I made the right choice. I won’t hesitate to recommend you to family, friends and colleagues in the future.
“We have commissioned three building surveys from WBC until we found the house that was right for us and all thanks to you”
I never expected so much detail, the report was really great and there were things I never even considered, even being in the construction trade
The report was brilliant and went into so much detail, having had reports from other surveyors in the past this report was far superior
“Highly recommended. Good customer service over the phone and by email. Very quick: from the initial phone call booking a site visit to me receiving the calculations took only 8 days.”
